You have to pay to leave Partington.
Partington's a long way round from everywhere, and the short way costs you.
Locals call it Partytown. It's boxed in by the Ship Canal and the chemical works at Carrington, and the quick way out is a toll bridge that fines you if the payment doesn't go through. There are still stocks on the village green, and you can see why nobody's bothered taking them down. Nobody's going anywhere.
The storm overflows round Partington spilled for 4,083 hours per 10,000 people a year, nearly fifteen times the typical town. Somebody sets a fire nearly four times as often as in the typical town, and the pool's shut. Some party.
